Boy are you opening up a can of worms with this question...
From a theological perspective--this means that in order for God to create humanity to show mercy, He must have INTENDED (or even purposed) there to be a "Fall of Mankind."
I do not think that is the case. What I believe (and it will probably spurn more questions) is God created humanity:
1) to manifest His own glory in creation & to be glorified by His creation, and
2) to bestow His goodness upon rational creatures who could acknowledge and enjoy this goodness.
What scripture are you using to ask this? What's your premise?
